ASAUA CERT Mutual Aide Program (CMAP) Exercise Drill

Buyer is seeking proposals from qualified firms to provide a county-wide CERT Mutual Aide Program (CMAP) Exercise Drill. The project will be managed under the ASAUA Homeland Security Regional Training and Exercise Program. This program is designed to provide stakeholders with regional training and exercises to meet goals in the ASAUA's Homeland Security Strategy. The contract term is two years with an option to extend for an additional year.

• 7/9/2025 - Proposal Due Date

• Must have been in business continuously for the most recent five years
• Minimum three years of experience performing similar services
• Must have active registration in the System for Award Management (SAM)
• Cannot be debarred, proposed for debarment, declared ineligible or voluntarily excluded

• Develop county-wide CERT Mutual Aide Program exercise drill
• Manage contracted exercises under ASAUA Homeland Security Regional Training program
• Facilitate mutual aid coordination between CERT programs
• Design disaster response scenarios for multi-jurisdictional participation
• Provide exercise evaluation and improvement planning
• Create exercise documentation and after-action reports
• Develop exercise objectives aligned with ASAUA Homeland Security Strategy
• Coordinate stakeholder participation across multiple jurisdictions
• Implement HSEEP-compliant exercise design and delivery
• Facilitate tabletop and functional exercise components
