Buyer is seeking architectural and engineering services to prepare plans and specifications for construction improvements and additions to the existing E.K. Atwood Park. The project includes improving the pavilion area, entry gate, parking, and utilities. The selected firm will develop design documents, prepare construction documents, and provide project management during construction. Respondents must demonstrate experience working with federal, state, and local government entities.

  • 7/4/2025 - Acknowledgment of Receipt deadline
  • 7/9/2025 - Proposal Due Date
  • Licensed Texas Engineer and/or Architect
  • Eligible to work on Federal Government Aid Projects
  • Registered or capable of being registered in Texas
  • Not suspended or debarred from federal/state transactions
  • Improve pavilion picnic area
  • Improve entry gate, toll booth, and access roadway
  • Improve or replace existing parking lot
  • Improve and add shade structures
  • Add community rinse station areas
  • Improve and add restrooms
  • Upgrade and expand potable water and sewer utilities
  • Upgrade and extend lighting with environmentally friendly fixtures
  • Add educational signage including RESTORE act Guidelines language
  • Develop conceptual plan within construction budget for approval
  • Prepare preliminary construction schematics including surveys and topographic data
  • Provide 30%, 60%, 90% and final plans, specifications and estimates
  • Review construction RFPs and provide award recommendations
  • Provide project coordination and contract administration during construction
  • Prepare and submit all required permits and authorizations
  • Create construction specifications and contract documents
  • Conduct geotechnical studies
  • Certify compliance with Windstorm, FEMA, and Building Code requirements
  • Ensure compliance with ADA guidelines
  • Provide value engineering if RFPs are over budget
