Buyer is seeking qualified consulting firms experienced in transportation engineering services for planning, design, and construction projects. The goal is to select one or more firms to provide various transportation-related services on an on-call basis. This is a 3-year agreement with three additional one-year renewal options. The scope includes surveying, transportation engineering, permitting, road design, bridge design, utility coordination, and construction administration.

• 8/1/2025 - Final Selection
• 8/15/2025 - Contract Agreements Executed

• Experience with SCDOT practices and C-Fund project implementation
• Experience with design, permitting, and construction of roadway/bridge projects
• Qualified personnel with technical competence
• Ability to meet schedules and budget requirements
• Professional liability insurance coverage of $1,000,000 per occurrence

• Provide transportation engineering services for planning, design, and construction projects
• Perform land surveying and aerial photography/photogrammetry
• Conduct geotechnical investigations and material testing
• Design streets, pavements, and bridges
• Perform traffic planning, engineering studies and economic analysis
• Coordinate utilities and design street lighting
• Conduct hydraulics, hydrology, and drainage design studies
• Provide construction management services
• Conduct environmental assessments
• Facilitate public meetings and consensus building with stakeholders
