Buyer is seeking an election services provider for its 2026 election cycle. Buyer requires services to manage all aspects of balloting and voting for their annual director elections. Buyer needs a vendor capable of serving approximately 425,000 eligible voting members with both mail-in and online voting options. Buyer aims to ensure election integrity, safeguard member data, and facilitate a democratic election process.

• Provide professional election services per PEC Bylaws and Election Policy
• Offer secure, authenticated balloting through mail and internet
• Develop and distribute graphic materials for election communications
• Accept member listings in delimited text file format
• Maintain commercially reasonable data security program

• Design and print election materials and ballots with tamper-resistant coding
• Develop and host a secure ADA-compliant voting website for online voting
• Provide authentication services to verify member identity for voting
• Process approximately 425,000 ballot mailings with return postage
• Create individual candidate webpages with biographies, questionnaires, and videos
• Provide daily and weekly voting count statistics through secure portal
• Conduct supplemental weekly mailings to new members
• Prevent duplicate voting and maintain data security protocols
• Certify election results and provide results breakdown by director district
• Maintain secure data retention and chain of custody for all election data
