Buyer is seeking a qualified digital graphic designer to create an official government Seal. This Seal will serve as the emblem of the Office and be used in official documents, signage, and regalia. The selected designer will collaborate with cultural representatives to develop a culturally authentic and visually impactful design representing buyer's trust responsibilities to Kānaka ʻŌiwi Hawaiʻi.

• 7/8/2025 - Proposal Due Date

• Experience with culturally grounded or Indigenous design
• Portfolio showing Hawaiian or Pacific-based design sensitivity
• Digital graphic design capability
• Prior experience with branding or seal/logo design

• Engage in 2-3 facilitated meetings with OHA representatives and cultural practitioners
• Incorporate cultural symbology and historical references appropriate for an Official Seal
• Create 3-5 initial concept design options for review
• Refine selected concept into final version suitable for official use
• Produce high-resolution files in vector format and additional standard formats
• Provide final style guide including rationale, color palette, and usage guidelines
• Assign all rights and ownership of final seal design to OHA
• Develop culturally authentic and visually impactful design elements
• Interpret conceptual direction from Hawaiian cultural frameworks
• Demonstrate knowledge of Native Hawaiian values in design approach
