Buyer seeks a qualified firm to assess, manage, and improve administration of Community Development Block Grant, Community Project Funding/Economic Development Initiative, and HOME Investment Partnerships programs. The consultant will conduct environmental reviews and prepare required federal reports including Annual Action Plans, Five-Year Consolidated Plan, and other compliance documents. Buyer has received a $1.466 million CDBG allocation, $439,634 in HOME funds, and $1.5 million from the CPF/EDI program.

• Demonstrate successful experience with federal funds planning and evaluation
• Provide three case studies of comparable projects
• Provide three references verifying five years in business
• Demonstrate experience with HUD's IDIS and DRGR systems
• Have access to HUD's IDIS and DRGR systems

• Assist with CDBG, CPF/EDI, and HOME program administration
• Conduct environmental reviews for federally funded projects
• Prepare Consolidated Annual Performance and Evaluation Reports
• Develop Annual Action Plans and Five-Year Consolidated Plan
• Create Section 3 Performance and Reporting System Reports
• Review subrecipient reimbursement documentation for eligibility
• Prepare subrecipient agreements for approved activities
• Assist with IDIS management and data entry
• Process substantial amendments to plans
• Evaluate and identify new federal program opportunities
