Buyer seeks a third-party payment vendor to facilitate payments and monitoring of innovative early childhood workforce recruitment and retention programs. The partner will distribute funds to early childhood professionals through various compensation programs including salary grants, benefits grants, bonuses, and stipends. Services include designing applications, determining eligibility, distributing payments, monitoring compliance, and providing technical assistance to applicants and recipients.

• Design and implement grant applications for multiple workforce programs
• Provide technical assistance to applicants and grant recipients
• Disburse grant funds to eligible organizations and individuals
• Monitor eligibility requirements and verify recipient status
• Create and manage payment systems for various bonus programs
• Process employment verification and maintain payment records
• Develop attestation processes for fund usage compliance
• Prepare and issue tax forms (1099s) for payment recipients
• Track funding from multiple sources for reporting requirements
• Produce regular performance measurement reports to the State
