The service includes administration of health care accounts, limited-purpose health care accounts, and dependent care accounts for approximately 5,642 participants. The contractor must provide claim processing, account management, debit card services, and compliance with relevant regulations. The contract term will be for five years.

- Three years experience providing similar FSA administration services
- Ability to administer both health care and dependent care accounts
- Capability to offer debit card services
- Experience with COBRA administration and HIPAA compliance
- Administer flexible spending account program including health care and dependent care accounts
- Provide benefits billing and collection services for employees in unpaid status
- Process FSA claims within five working days of receipt
- Issue debit cards for FSA participants
- Conduct discrimination testing applicable to the FSA plan
- Distribute required HIPAA notifications to all participants
- Perform year-end accounting closeouts for FSA accounts
- Issue quarterly account statements to all participants
- Provide mobile app for claim submissions
- Process COBRA notifications and collections
