Engineering And Hydrogeologic Services Santa Ana River Riverbed Filtration System Feasibility Study

Buyer is seeking proposals from qualified firms to provide engineering and hydrogeologic services for a Santa Ana River Riverbed Filtration System Feasibility Study. The study will evaluate the potential for scaling up an existing demonstration riverbed filtration system to supply some or all of the Terminal Recharge Basins that receive Santa Ana River water. Buyer needs to determine feasibility of using gravity, pumping, or a combination of both to increase the recharge capacity of their groundwater basin. The work includes analyzing streambed capacity, evaluating pipeline options, and developing preliminary designs with cost estimates.

- Selected firm, project manager, or staff shall possess at least five years of experience with multi-disciplinary professional engineering planning studies for hydraulic surface water systems
- Conduct hydrogeologic study of streambed capacity for Santa Ana River channel
- Analyze flow generation potential from gravity and pumped RFS systems
- Develop preliminary facility designs (10% pre-design) for cost estimation
- Analyze potential yield from streambed locations for full-scale RFS
- Evaluate Warner Transmission Pipeline capacity enhancement options
- Develop conceptual constructability analysis identifying constraints and data gaps
- Evaluate phased approach for supplying water to Terminal Recharge Basins
- Prepare capital, O&M, and life-cycle cost estimates for each design
- Develop MS Excel-based conceptual model of the SAR channel
- Calculate unit life-cycle costs compared to imported water rates
- Review RFM model assumptions and flow conditions
- Collaborate on developing final flow conditions for feasibility study
- Evaluate Phase I RFS system supplying Warner Transmission Pipeline
- Assess Phase II RFS system supplying Warner Basin System
- Analyze streambed and riverbed filtration system performance data
- Prepare comprehensive Feasibility Study Report with executive summary
- Review boring logs and sediment profile data for the river channel
- Evaluate constructability of RFS lateral drain system in river channels
- Analyze Warner Bypass Pipeline utilization options
- Develop detailed project implementation schedule
