STL Generator Control System Upgrades

Buyer is seeking a contractor to upgrade the Generation Control System at the St. Lawrence-Franklin D. Roosevelt Power Project to address equipment obsolescence issues. The project involves technical design, equipment procurement, and system integration for sixteen generating units with a total capacity of 1,088 megawatts. The scope includes assessment, design, procurement, installation, and integration of new control systems with a minimum useful life of twenty years. The buyer is not anticipating a full systems re-design and replacement.

- Complete system assessment of existing Generation Control System
- Review obsolescent parts list and documentation
- Propose design options for Generation Controls System upgrades
- Design upgrades for Generator Controls System HMI
- Create detailed system engineering and configuration designs
- Develop specifications for equipment procurement
- Procure/fabricate equipment and components for system upgrade
- Perform factory acceptance testing
- Install equipment, instrumentation, and field wiring
- Program and integrate control system with existing SCADA
- Coordinate upgrades with plant maintenance schedules
- Provide training on new systems and components
- Support commissioning activities on-site
- Perform on-site testing of all upgraded systems
- Provide post-acceptance support services
- Address equipment obsolescence issues with 20-year useful life solution
- Integrate with Plant Programmable Logic Controller
- Upgrade sixteen independent generating unit control systems
- Work with Voith Turbine Control Systems (VTC)
- Replace obsolete PLCs, HMIs, sensors, relays, and meters
