Buyer seeks a qualified professional to provide benefits consulting services for employee benefit related programs. The consultant will assist with compliance of Federal and State Laws and provide subject matter expertise for competitive solicitations. Buyer has approximately 2,152 benefit eligible employees and offers various self-funded and fully insured benefit plans. The consultant will serve as a strategic partner in the design, implementation, and maintenance of the buyer's employee benefits.

• Minimum three years experience with governmental entities
• Similar benefits consulting experience with 1,000+ employee organizations
• Licensed in the State of Colorado
• Experience with self-funded health, wellness, dental plans
• Experience with Northern Colorado healthcare delivery concerns
• Experience with cafeteria-style benefit programs
• Experience evaluating benefit program designs
• Proposals must be fee-only based, not commission-based

• Strategic planning for employee benefits programs
• Negotiate with providers on fees and plan design
• Ensure compliance with laws and regulations
• Assist with claims administration and resolution
• Review vendor contracts for accuracy and comprehensiveness
• Determine economical funding methods for benefit programs
• Provide modeling for annual premium rates
• Analyze utilization and performance reports
• Assist with bid specifications for benefits services
• Prepare plan documents and amendments
