Buyer is soliciting proposals for an updated Health and Human Services Needs Assessment Study. The study will guide the prioritization and allocation of County funds to eligible local non-profit organizations serving at-risk populations. The selected consultant will analyze demographic data, evaluate non-profit services, identify funding mechanisms, and provide recommendations for addressing community needs. The contract must be completed within 120 consecutive calendar days from receipt of a fully executed contract.

• Current registration with Florida Department of State, Division of Corporations
• Local Business Tax Receipt for St. Johns County or obtain upon award
• Experience with similar needs assessment within past five years

• Analyze demographic and socioeconomic data to identify at-risk populations
• Assess population trends impacting service needs
• Inventory and evaluate local non-profit services
• Identify service gaps and unmet needs
• Conduct stakeholder interviews, focus groups, and surveys
• Review current County funding streams for non-profits
• Assess efficiency of existing fund allocation mechanisms
• Identify alternative funding sources and opportunities
• Develop evidence-based methodology for ranking service needs
• Provide criteria for evaluating non-profit proposals
