Buyer seeks a consultant to provide public outreach services for the State Route 57 Northbound Improvement Project between Orangewood and Katella Avenue. The project will extend the fifth general-purpose lane in the northbound direction, improve ramps, upgrade the median, and improve sight distance. Buyer requires a comprehensive outreach program that communicates project scope, benefits, construction activities, and planned closures to the public. The consultant will work closely with the construction management team and serve as an extension of buyer's staff.

• Experience with Orange County transportation issues
• Understanding of freeway, interchange and bridge construction
• Experience with crisis communications
• Experience implementing temporary construction easements
• Experience coordinating temporary lodging and facilitating claims process

• Develop and implement comprehensive public outreach program
• Maintain and expand stakeholder database
• Develop strategies to communicate with key target audiences
• Conduct multilingual outreach
• Plan and execute in-person and virtual neighborhood meetings
• Develop communications regarding construction activities and detours
• Utilize digital communications and social media engagement tactics
• Catalog constituent correspondence in searchable format
• Assist with resolving constituent issues
• Coordinate large-scale canvassing efforts
