Buyer is requesting proposals from qualified independent certified public accounting firms to provide auditing services for the Federal Single Audit. The selected firm will conduct New York State's Single Audit for fiscal years ending March 2026 through 2030 under a five-year contract. The audit must meet requirements of the Federal Single Audit Act as amended in 1996 and the Uniform Guidance (2 CFR Part 200). New York State's Single Audit encompasses nearly $115.8 billion in Federal financial assistance across approximately 420 Federal programs.

  • Firm's project managers must be properly licensed CPAs in New York State
  • Firm must meet independence requirements of 2024 Government Auditing Standards
  • Conduct Single Audit for five fiscal years ending 2026-2030
  • Analyze and test compliance with Federal laws and regulations
  • Examine and report on Schedule of Expenditures of Federal Awards
  • Test and report on State's compliance with Federal program requirements
  • Evaluate internal accounting and administrative controls in Federal programs
  • Report on prior year findings and follow-up status
  • Provide biweekly progress meetings with Division Project Director
  • Submit draft audit report by October 1 each year
  • Submit final signed report before December 31 deadline each year
  • Analyze impact of changes to Federal reporting standards
