Buyer seeks a Construction Manager at Risk (CMAR) for roadway improvements to Happy Valley Road from 163rd Avenue to El Granada Boulevard. The project will build the roadway to its ultimate six-lane arterial configuration with raised medians and bike lanes. Work includes roadway construction, drainage improvements, utility relocations, traffic signals, and landscaping. The CMAR will provide pre-construction services during design phase and complete construction services.

• 6/17/2025 - Optional Pre-Submittal Meeting
• 6/25/2025 - Final Date for Questions
• 7/1/2025 - Proposal Due Date
• 7/18/2025 - Estimated Short List Notification
• 7/28/2025 - Estimated Interview Date
• 8/8/2025 - Anticipated Contract Award

• Must hold Arizona ROC license for at least one year
• Must provide surety company letter confirming ability to meet bonding requirements
• Must be able to obtain City of Surprise Transaction Privilege Tax License

• Provide pre-construction management services during design phase
• Manage roadway construction including three 12-foot travel lanes each direction
• Coordinate drainage improvements and utility relocations
• Develop constructability reviews and value engineering recommendations
• Prepare and submit Guaranteed Maximum Price (GMP)
• Extend numerous box culverts and reconfigure MWD Bridge
• Install curb, gutter, sidewalks, and raised medians
• Implement traffic signals, streetlights, and ITS systems
• Coordinate with existing development and manage right-of-way issues
• Develop construction phasing and critical path scheduling
