Buyer seeks proposals for a license plate recognition system to enhance collection and enforcement efforts for both Mobility & Parking Services and Street Sweeping Departments. The system must identify scofflaws through automated license plate scanning and integrate with T2 Flex system. Mobility & Parking requires cameras on vehicles to cross-reference scofflaws, while Street Sweeping needs LPR on sweepers to issue citations to illegally parked vehicles. The contract will be for one year with four maintenance renewal options.

• 7/1/2025 - Proposal Due Date

• Vendor must complete and pass City of Savannah's security assessment
• Local vendors must have City business tax certificate for at least 1 year

• Provide LPR system to identify parking scofflaws for collections and enforcement
• Implement cameras on sedans/SUVs/vans to scan license plates in predetermined areas
• Install LPR system on Elgin Pelican Street Sweepers
• Integrate with T2 Flex system for citation issuance
• Provide software that stores scanned plates for at least 7 days
• Ensure equipment can be transferred between vehicles with minimal effort
• Provide on-site training for all components prior to going live
• Provide on-site assistance for at least one week after implementation
• Coordinate annual maintenance of hardware and software components
• Respond to maintenance issues within 24 hours
