Buyer is seeking a qualified consultant to manage the replacement of their Demand Response software system. The consultant will assess needs, select, and implement a new software solution that will better serve riders with specialized transportation needs. The project includes needs assessment, RFP development, vendor evaluation, implementation oversight, training, and post-implementation evaluation. The system must integrate with third-party transportation providers, TNCs, and microtransit platforms.

• Conduct needs assessment for demand response software
• Develop detailed business requirements document
• Draft RFP for software replacement or evaluate existing contracts
• Create evaluation framework for vendor selection
• Oversee system integration with third-party providers and TNCs
• Supervise data migration from legacy systems
• Facilitate testing phases including user acceptance testing
• Develop change management plan for operational transition
• Design customized training materials for staff and operators
• Conduct post-implementation evaluation and deliver close-out report
