The scope includes advising on financing techniques, preparing pro-forma models, assisting with public and private funding applications, and evaluating developer partners. Buyer intends to award multiple contracts under one-year agreements with four one-year options, for a total contracting period of up to five years.

• Apprise HACLA of new financing techniques and housing legislation
• Prepare and review pro-forma models for any HACLA property
• Deliver financial models in Microsoft Excel with unlocked cells
• Assist in preparing applications for private funding and public grants
• Assist in evaluating financial stability of potential developer partners
• Advise on State and Federal securities requirements
• Provide advice in real estate transactions and negotiations
• Perform financial risk, sensitivity, and feasibility analyses
• Assist with development of long-term financial strategic plans
• Assist with structuring Capital Fund Financing Program
