Buyer is seeking a qualified consultant to update the Multi-Jurisdiction Local Hazard Mitigation Plan for the County of Orange and Orange County Fire Authority. The plan must align with FEMA's Local Mitigation Planning Policy Guide (2022) and Local Mitigation Planning Handbook (2023). The consultant will conduct comprehensive hazard analysis, engage stakeholders including underserved communities, and develop mitigation strategies that consider climate impacts and equity. The final deliverable must be FEMA-approved and adopted by both jurisdictions before December 2026.

- Update Multi-Jurisdiction Local Hazard Mitigation Plan (MJHMP) for County and OCFA
- Align plan with FEMA's 2022 Local Mitigation Planning Policy Guide
- Engage Orange County Disabilities and Access and Functional Needs Working Group
- Create accessible formats for all public engagement content
- Document NFIP-insured structures including repetitive loss properties
- Consider climate impacts in vulnerability assessment
- Identify hazard vulnerability of community lifelines
- Ensure compliance with Emergency Management Accreditation Program standards
- Develop digital engagement campaign with interactive components
- Complete Local Mitigation Plan Review Tool for Cal OES submission
