Buyer seeks a consultant to provide urban planning, development finance, and public-private partnership management services. The consultant will help define and develop a vision for downtown and urban neighborhoods in San Jose. Buyer intends to explore various funding options including tax increment, TOT, TIFIA, and other mechanisms. Services will be provided on an as-needed basis for one year with option to renew for five additional years.

  • Advise on policy developments relevant to affordable housing
  • Conduct research and provide written analyses with recommendations
  • Provide training to staff on technical requirements
  • Assist in developing transit-oriented development strategies
  • Support development of downtown sports and entertainment district
  • Help define programs for vibrant public gathering spaces
  • Analyze implications of plans on existing neighborhoods
  • Structure City fundraising options for economic development
  • Advise on standards for loan application review
  • Assist with disposition of lands under Surplus Lands Act
  • Support maximizing investments in convention centers and venues
  • Provide technical and policy specific advice on alternatives
  • Analyze potential benefits of various development options
  • Weigh implications on transportation infrastructure
  • Help define vision for downtown and urban neighborhoods
  • Assist with face-to-face negotiations for agreements
