Buyer is seeking qualified companies, institutes and nonprofits in early education for three projects. These include conducting classroom observations using the CLASS® assessment tool, developing a comprehensive model for quality early education services, and providing evaluation and analytic services. Buyer serves multiple locations throughout North Texas and aims to improve teacher-child interactions and classroom quality. The contract will be for three years with two one-year renewal options.

• Observers must have two years experience performing CLASS® observations
• Current Teachstone CLASS® observation certification
• Experience with Head Start, Early Head Start programs
• Five years experience with program evaluation for Project 2
• Five years experience conducting program evaluations for Project 3

• Conduct CLASS® observations for Infant, Toddler, and Pre-K classrooms
• Develop observation schedules for Fall and Spring semesters
• Submit detailed CLASS® scoring sheets and observation notes
• Create a comprehensive CCA Model for Quality Early Education
• Develop fidelity tools to assess studios' model implementation
• Design pilot implementation plans for selected CCA studios
• Provide analytic reports linking model implementation to outcomes
• Design and implement mixed-methods evaluation strategies
• Develop logic models and outcome frameworks
• Deliver ad-hoc evaluation inquiries and reports
