Buyer is seeking professional services to update the County's Comprehensive Land Use Plan. The consultant will provide planning expertise in rural land use, transportation, environmental protection and public participation. The update will address agricultural preservation, parks and trails, growth management, industrial development, healthcare, renewable energy, mining, and natural resource protection. The project requires significant public engagement and will serve as the principal planning document for future land use decisions.

• Evaluate existing Comprehensive Land Use Plan from 2001
• Conduct 4-5 public meetings with evening availability
• Facilitate focused sub-committees on specific CLUP sections
• Develop projections for future growth and development
• Identify land areas for new commercial/industrial development
• Evaluate existing parks, trails, and recreational facilities
• Update all maps, tables and figures in GIS format
• Present drafts to Planning Commission and County Board
• Review current Zoning and Subdivision Ordinances
• Develop implementation recommendations for regulatory approaches
• Create advisory committee structure for citizen involvement
• Conduct mixed-method public engagement activities
• Analyze agricultural preservation needs
• Assess mining and aggregate resources opportunities
