• Experienced management team and sustainable organizational model
• Established organization with multiple funding sources and at least three years operations

• Design and develop ocean testing facilities from dockside to open-ocean test beds
• Operate and maintain ocean testing sites for 18-24 months
• Create or enhance co-working, office and maker spaces for OceanTech startups
• Provide business coaching and supply chain networking for marine tech companies
• Coordinate vessel transportation and technical support for testing sites
• Administer startup scholarships for commercialization and in-water testing expenses
• Host industry events, workshops, roundtables and working groups
• Market and promote test sites to attract OceanTech startups
• Establish connections between OceanTech startups and industry partners
• Report metrics on project outcomes and startup engagement
