Buyer seeks a qualified consultant to update a Local Hazard Mitigation Plan. This FEMA-funded project requires identifying hazard mitigation strategies and completing a vulnerability assessment. The consultant must work efficiently with a firm deadline of August 21, 2026. Buyer is served by the Northeastern Vermont Development Association and encourages using existing approved plans to expedite development.

• Experience in mitigation planning
• Technical capability to assess risks based on identified hazards
• Experience working with local, state, and/or federal government
• Ability to recommend viable mitigation actions
• References of past work in mitigation planning

• Assemble planning team and establish FEMA-compliant outreach strategy
• Review hazard information using best available data
• Complete vulnerability assessment to quantify extent of each hazard
• Identify and review mitigation strategies in public meeting
• Submit plan to Vermont Emergency Management for review
• Revise plan based on VEM feedback
• Submit revised plan to FEMA
• Facilitate plan adoption after FEMA approval
• Provide final plan in accessible format for future updates
• Work with regional planning commission to utilize existing approved plans
