Housing Authority of the County of Riverside

Buyer seeks qualified firms to provide annual financial auditing services. Services include conducting comprehensive audits, preparing financial statements, and submitting required reports to HUD and other agencies. The contract will cover fiscal years ending June 30, 2025, 2026, and 2027. Buyer manages approximately 8,522 Tenant-Based Section 8 Vouchers and maintains various housing units throughout Riverside County.

• 6/20/2025 - Deadline for Questions/RFIs
• 6/27/2025 - Proposal Due Date
• 10/15/2025 - Final Audit Reports Due
• 10/31/2025 - Audit Report Completion for FY2025

• Certified peer reviewed firm in conformity with professional standards
• Experience with housing authority and HUD-funded program audits
• Licensed to practice in California
• Ability to comply with HUD auditing requirements

• Conduct comprehensive agency-wide audit for HOUSING AUTHORITY and RCHC
• Prepare audited financial statements in accordance with GAGAS
• Complete compliance testing and study of internal accounting controls
• Perform Single Audit requirements per OMB Circular A-133
• Submit draft reports to HOUSING AUTHORITY for review prior to issuance
• Provide Management Letter advising on operational economies and internal controls
• Prepare and electronically submit Data Collection Form (Form SF-SAC)
• Prepare tax return for Perris Park Housing, LLC
• Coordinate with County of Riverside Auditor-Controller's Office
• Complete and submit all final audit reports by October 15
