Buyer is seeking proposals for the Labor Education Advancement Program (LEAP) Grant to help underrepresented groups participate in registered apprenticeship programs. The grant aims to facilitate participation of people of color, Indigenous people, and women through outreach, education, assessment, and support services. Buyer will award grants on a competitive basis with a performance period from September 2025 to March 2027. Eligible applicants include community-based organizations, nonprofits, and Minnesota Tribal governments.

- Community-based or nonprofit organization (501(c)3 or 501(c)5)
- Minnesota Tribal government as defined in Minnesota Statutes § 10.65
- Must serve the grant focus populations
- Facilitate participation of underrepresented groups in registered apprenticeship programs
- Conduct outreach to people of color, Indigenous people, and women
- Provide education services for apprenticeship candidates
- Perform assessment of potential apprentices
- Deliver preparation services for underrepresented groups
- Provide support services for program participants
- Conduct instruction and training for apprentices
- Facilitate placement of candidates into apprenticeship programs
- Implement retention activities for program participants
- Introduce underrepresented groups to registered apprenticeship career opportunities
