Buyer seeks a strategic planning consultant to develop a comprehensive five-year strategic plan. Buyer is a Title 32 Special District in Aurora, Colorado that is 95% built out. The consultant will engage stakeholders, conduct situational analysis, develop vision and goals, and create an implementation plan. The final plan should address shifting demographics and evolving community needs.

• 5-7 years of experience in strategic planning
• Proven expertise in facilitating stakeholder engagement processes
• Experience working with public agencies
• Knowledge of organizational development and public policy
• Ability to develop clear plans with measurable outcomes
• Excellent communication and presentation skills

• Facilitate stakeholder interviews, focus groups, and surveys
• Conduct assessment of district operations and financial health
• Develop shared vision and mission statements
• Identify strategic priorities based on data and stakeholder input
• Develop actionable strategies and initiatives
• Create implementation roadmap with specific timelines
• Establish performance indicators for progress measurement
• Design system for monitoring and adjusting the plan
• Prepare final strategic plan document
• Deliver presentation to Board of Directors and community
