Durham 911 Consolidation Feasibility Study

- Analyze call processing and call flow for both centers
- Assess staffing levels and operational procedures
- Evaluate facility and equipment capabilities
- Review capital and operational budgets for both centers
- Recommend organizational model changes for consolidation
- Develop consolidation implementation plan with governance structure
- Estimate implementation costs and projected annual savings
- Provide alternative service improvement recommendations if consolidation not feasible
