On-Call Engineering Services for State and Federally Funded Transportation Projects

Buyer is seeking qualified consulting firms to provide on-call civil engineering services for federally funded transportation projects. The selected consultant will perform site investigations, cost estimating, preliminary engineering, civil engineering design, land surveying, and construction management. Typical projects include roadway reconstruction, pavement overlays, pedestrian/bicycle facility improvements, and traffic signal/roundabout improvements. The contract performance period is 3 years with an option to extend 2 years (1-year extensions, not exceeding 5 years total).

  • Must be a Registered Professional Engineer licensed in California
  • Minimum ten years of demonstrated experience with federally funded transportation projects
  • Must maintain adequate financial management and accounting system per federal requirements
  • Must register with Department of Industrial Relations if applicable
  • Project management throughout contract life including coordination with Caltrans
  • Develop preliminary engineering studies for design concepts and parameters
  • Provide surveys, mapping, and data collection for engineering design
  • Complete environmental studies and documentation for NEPA compliance
  • Coordinate utility relocations including utility pole relocation
  • Prepare right-of-way documentation using Caltrans procedures
  • Design improvements and prepare PS&E according to CITY and Caltrans standards
  • Coordinate with adjacent property owners for driveway and fence modifications
  • Prepare authorization requests for construction phase
  • Provide bid process support including responding to questions
  • Provide construction management and inspection services
  • Maintain comprehensive project files for client review
  • Prepare and distribute meeting minutes and track action items
  • Examine project alternatives that complete goals within budget
  • Prepare cost estimates and preliminary engineering for transportation projects
  • Develop and maintain quality control procedures for deliverables
  • Track DBE involvement and ensure compliance with requirements
  • Ensure compliance with all applicable federal and state regulations
  • Submit electronic copies of plans in both AutoCAD and PDF formats
  • Perform work only as assigned in authorized Task Orders
