Buyer seeks a qualified marketing and communications firm to provide full-service marketing, communications, and advertising services. The contractor will support buyer's various marketing, outreach, and education programs related to toll collection facilities. Services include strategic planning, advertising, public relations, website and app management, branding, and community outreach. The contractor must maximize the impact of limited marketing resources while representing customer experience priorities.

• Develop marketing campaigns to increase NC Quick Pass awareness and transponder sales
• Create public relations strategies and content for diverse communities
• Provide media planning and placement across multiple channels
• Manage website and mobile app development and maintenance
• Design and produce branding and creative materials
• Facilitate community events and outreach programs
• Conduct marketing research and demographic analysis
• Track and report campaign success using industry standard metrics
• Support internal communications to staff and consultants
• Develop crisis communication scenarios and response management
