Buyer is seeking a certified public accounting firm to audit its annual financial statements for five fiscal years (FY 2026 – FY 2030) with an option to extend for two additional one-year terms. Buyer administers a cost-sharing multiple employer defined benefit retirement plan for employees of Los Angeles County, the Superior Court, and four Outside Districts. The audit must be performed in accordance with GAAP, GAAS, and GAGAS standards and will include auditing the Pension Trust, OPEB Trust, and OPEB Custodial Fund.

• Established office in the United States
• Registered and active with California Board of Accountancy
• Professional CPA firm providing audit and attestation services
• Experience auditing DB pension plans with $10+ billion assets
• Knowledge of GASB standards 67, 68, 74, and 75
• Experience auditing applicable investment classes
• Engagement partner must have 10 years public accounting experience
• Engagement manager must have 5 years public accounting experience

• Audit annual financial statements for Pension Trust, OPEB Trust, and OPEB Custodial Fund
• Express opinion on schedule of changes in fiduciary net position by employer
• Perform sample testing on disability retirements
• Audit GASB 68 and 75 disclosure schedules
• Review ACFR against GFOA Certificate of Excellence guidelines
• Assess LACERA's internal controls over financial reporting using COSO framework
• Document understanding of IT General Controls related to accounting systems
• Provide financial accounting consultation services
• Conduct educational training on financial statements
• Perform special auditing projects as requested
