Buyer seeks to engage consultants with offices in Florida and Washington D.C. to represent its interests regarding legislative, regulatory, and executive branch policies at state and federal levels. The consultant will address areas including regulation, fiscal policy, environmental protection, economic development, utility industry structure, and funding opportunities. There will be an emphasis on representing municipal utility issues for electric, water and wastewater utilities.

• Must have office in Florida and Washington D.C.
• Lead Consultants must have municipal utility experience
• Must provide two account references with Lead Consultants
• References must show three years continuous representation

• Represent JEA with federal and state legislatures
• Monitor and provide guidance on regulatory issues affecting utilities
• Address fiscal policy, taxation, and financial assistance matters
• Advocate on environmental protection policies affecting utilities
• Identify funding and grant opportunities
• Provide strategy recommendations on utility industry structure
• Represent municipal utility issues at state and federal levels
• Collaborate with business groups on legislative initiatives
• Develop and maintain relationships with policymakers
• Provide timely communications on emerging policy issues
