Buyer seeks qualified firms of independent certified public accountants to audit financial statements for fiscal years ending December 31, 2025, 2026, and 2027. Services include comprehensive financial audits and Single Audit services as required. The audit must follow GAAP and governmental auditing standards. Buyer has an annual budget of approximately $37,000,000 and employs about 280 staff.

• 6/24/2025 - Proposal Due Date
• 3/31/2026 - Fieldwork completion deadline
• 5/15/2026 - Draft reports due

• Firm and staff properly certified and licensed in New Hampshire
• Experience with governmental audits
• Successful external quality control review

• Perform audit in accordance with GAAP and GAO standards
• Complete all fieldwork by March 31 following audit year
• Issue report on fair presentation of financial statements
• Report on compliance and internal controls
• Identify reportable conditions and material weaknesses
• Deliver draft reports by May 15 following audit year
• Provide detailed audit plan before fiscal year end
• Attend Commissioner and Executive Committee meetings to explain findings
• Advise on accounting questions throughout agreement term
• Provide Single Audit services as required
