Buyer seeks a communications consultant to develop and implement a comprehensive communications plan for a potential referendum in April or November 2026. The consultant will support one of three scenarios: operational referendum only, capital referendum only, or both. Services include strategic planning, messaging, community engagement, media relations, and digital communication to ensure stakeholders are well-informed about the referendum.

• Develop referendum communication strategy tailored to Beloit community
• Create consistent messaging for operational and/or capital referendum scenarios
• Design print and digital materials including brochures and fact sheets
• Facilitate community listening sessions and town halls
• Develop audience sentiment measurement through surveys
• Create targeted communications plans for diverse stakeholders
• Provide media training and spokesperson support
• Produce and edit video content for referendum campaign
• Develop referendum-specific website content
• Provide post-election analysis and recommendations
