Buyer seeks a qualified firm to develop and implement a comprehensive Hawaiian Culture Training Program for Hawaiʻi's visitor industry workforce. The program must serve a statewide audience and ensure accessibility for all levels of the visitor industry. The goals are to provide the visitor industry with access to comprehensive Hawaiian cultural training and to provide opportunities for Native Hawaiian cultural education and training for the workforce. The successful vendor will inventory existing programs, create tiered curriculum, deliver training in multiple formats, and evaluate program effectiveness.

• Project Manager with minimum five years of program delivery experience
• Experience with governmental agencies, visitor industry, or non-profit organizations
• Expertise on Hawaiian cultural affairs and/or language and culture training
• Knowledge of Hawaiʻi's visitor industry and sustainability practices
• Team with expertise in Hawaiian culture, visitor industry, education, and curriculum development

• Assess existing Hawaiian culture training programs in visitor industry
• Create tiered and modular Hawaiian cultural training curriculum
• Develop comprehensive learning materials for in-person and online formats
• Deliver training through various modalities (in-person, hybrid, virtual)
• Incorporate input from Native Hawaiian cultural practitioners and educators
• Establish evaluation framework with pre/post assessments
• Track engagement metrics and prepare performance reports
• Design content for different learning levels and industry sectors
• Ensure ADA compliance and accessibility across learning platforms
• Conduct follow-up assessments to measure behavioral changes
