Buyer seeks professional services to support real estate development and project financing work. Buyer requires expertise in land use economics, development strategy, advisory services for developer solicitations, and market analysis. Services will support buyer's mission of providing quality affordable housing in amenity-rich, mixed-income communities. Buyer may select multiple consultants to enter into Master Services Agreements for up to 5 years.

• 5/23/2025 - Questions Submission Deadline
• 6/23/2025 - Proposal Due Date

• Must be registered with E-Verify
• Cannot be debarred, suspended, or ineligible for federal transactions

• Provide land use and development economics expertise
• Conduct development strategy consulting including financing
• Support developer solicitations with advisory services
• Perform economic and real estate market analysis
• Analyze specific properties and general areas economically
• Structure AH development projects strategically
• Evaluate proposals from potential developer partners
• Create highest and best use analyses
• Support mixed-income community development initiatives
• Develop affordable housing financing strategies
