Buyer is seeking qualified firms to provide Transient Occupancy Tax audit services for hotels within the City of Monterey. The project involves auditing 66 hotels over a three-year period for compliance with the City's ordinances and Tourism Improvement District Plan. Audits will examine TOT, Conference Center Facilities District special tax, and Tourism Improvement District assessments. The auditor will verify internal controls, review tax submissions, and prepare detailed reports with findings.

• Audit hotel compliance with Transient Occupancy Tax ordinances
• Review Tourism Improvement District requirements and assess compliance
• Audit Conference Center Facilities District special tax compliance
• Verify internal control procedures of Visitor Accommodation Facilities
• Evaluate exemption documentation and third-party booking site tax reporting
• Audit TOT/CCFD/TID revenues against hotel records over three-year period
• Prepare detailed audit findings reports with recommended actions
• Appear at City Council and Appeals Hearing Board meetings
• Recommend best practices to improve tax administration and reporting
• Audit 22 hotels annually (one-third of total) over three-year contract
