Buyer seeks a contractor to provide naturalization services for elderly refugees and legal immigrants who cannot complete the standard citizenship process due to health barriers. Services will help frail elderly refugees and immigrants who have lawfully resided in Missouri for at least five years. The program aims to enable refugees and immigrants to access federal benefits such as Supplemental Security Income and Medicare. This results in reduced dependence on state resources such as Medicaid.

• Three years experience working with senior refugees and legal immigrants
• Three years experience working with federal low-income and senior benefits programs
• Must be legally incorporated as a non-profit organization

• Develop statewide program for naturalization assistance to elderly refugees/immigrants
• Provide direct tutoring for citizenship preparation
• Assist with medical disability exception applications
• Facilitate Medicare applications for eligible participants
• Assess individual participant needs and create service plans
• Identify barriers to citizenship and develop interventions
• Assist with waiver requests to Immigration and Customs Enforcement
• Provide culturally and linguistically appropriate services
• Recruit and train volunteers for one-on-one citizenship classes
• Serve minimum 255 eligible senior refugees/immigrants statewide
