Buyer seeks a professional consultant to assist with updating the County Comprehensive Plan. The consultant will prepare a new and updated Comprehensive Plan, along with related supportive documents and materials. The plan will express a vision promoting thoughtful quality of life initiatives, review county staffing needs, support small communities, and promote health, safety, and welfare. The comprehensive plan update must adhere to the requirements of IC 36-7-4-502 and will establish an updated vision and action-oriented recommendations for future decision-making.

• Develop unifying vision for incorporated and unincorporated areas
• Conduct comprehensive community assessment with quantitative/qualitative data
• Create robust public engagement strategy to reach diverse populations
• Design innovative land use strategy with current/future land use maps
• Incorporate ProPEL US 31 planning initiative in transportation section
• Develop environmental features and open space preservation recommendations
• Analyze infrastructure assets and coordination with utility providers
• Review economic development/redevelopment plans and regional initiatives
• Evaluate government processes and recommend regulatory policy updates
• Create marketing and communication approach for county branding
• Analyze housing demand and recommend appropriate types/densities
• Develop renewable energy land use recommendations and acreage estimates
• Design implementation strategy with detailed workplan for county entities
• Integrate current planning policies, goals, and objectives
• Create GIS files compatible with Beacon Schneider Corp systems
• Provide necessary training for county staff and commissioners
• Review 2015 Comprehensive Plan progress and impacts
• Develop recommendations for infrastructure leveraging existing assets
• Create executive summary delineating plans and proposed priorities
• Deliver monthly status reports throughout project timeline
