Buyer needs comprehensive analysis including existing conditions assessment, land use scenarios, implementation strategies, and financing options. The consultant will work with a committee and engage in public participation throughout the process.

- Prepare final report with recommendations and executive summary
- Present findings at public hearings throughout the process
- Analyze renovation versus demolition options for the property
- Evaluate municipal, residential, mixed-use, or open space possibilities
- Create implementation timeline and developer profiles for viable options
- Identify potential public-private partnership opportunities
