The consultant will work with a committee and engage in public participation throughout the process.

• Conduct public participation process with regular Committee meetings
• Perform existing conditions assessment including structural and code analysis
• Develop and analyze three land use scenarios with cost-benefit matrix
• Fine-tune scenarios and develop implementation and financing strategies
• Prepare final report with recommendations and executive summary
• Present findings at public hearings throughout the process
• Analyze renovation versus demolition options for the property
• Evaluate municipal, residential, mixed-use, or open space possibilities
• Create implementation timeline and developer profiles for viable options
• Identify potential public-private partnership opportunities
