Port of Houston Authority

Buyer seeks a service provider for accounting and auditing services. The engagement includes financial statement audit, Annual Comprehensive Financial Report (ACFR), Single Audit for state and federal awards, and audits of retirement plans. The contract will be for three one-year terms with an option to extend for an additional two years. Services must be performed according to accepted auditing standards and government requirements.

• 6/4/2025 - Pre-Proposal Conference
• 6/18/2025 - Proposal Due Date

• Must be a certified public accounting firm
• Experience with governmental financial audits
• Ability to comply with required delivery schedules
• Satisfactory record of performance and integrity
• Necessary facilities, organization, experience, and technical skills

• Perform financial statement audit
• Prepare Annual Comprehensive Financial Report (ACFR)
• Conduct Single Audit for state and federal awards
• Audit Authority's Defined Benefit Pension Plan
• Audit Other Postemployment Benefit (OPEB) Trust
• Audit Promotion and Development (P&D) Fund
• Follow Government Auditing Standards
• Comply with OMB Uniform Guidance requirements
• Provide detailed methodology for quality control
• Coordinate with Port Authority financial team
