Buyer seeks qualified energy consulting firms to provide complete design services for solar photovoltaic projects at up to five schools. Services include conceptual design, construction documents, bidding support, project management, and closeout over a three-year period with optional extensions. Buyer requires firms with experience in CT DAS grant processes and federal energy grant management. The first project is scheduled for summer 2026 with additional projects to follow over the next three years.

  • Proven experience with CT DAS Office of School Construction Grants
  • Experience with Federal Grants from U.S. Department of Energy
  • Experience with Non-Residential Renewable Energy Solutions program
  • At least one Registered and Licensed individual with State of Connecticut
  • Experience with K-12 educational facilities projects
  • Completed at least 3 similar solar photovoltaic school projects
  • Develop conceptual designs for solar photovoltaic roof installations at five schools
  • Create project schedules and manage CT OSCG&R and Federal grant processes
  • Attend PCR meetings as primary representative for the district
  • Prepare detailed cost estimates and financial projection reports
  • Generate project-specific forms for State, Local, and Federal agencies
  • Provide structural roof design reports for each school
  • Create comprehensive project manuals with plans and specifications
  • Support competitive construction bidding process
  • Perform construction project management and administration including site visits
  • Prepare documentation for NRES awards and utility interconnection agreements
  • Manage project permitting for each school installation
  • Complete thorough project close-out documentation
  • Present at school board meetings to explain project concepts
  • Review contractor submittals and payment applications
  • Ensure compliance with ADA and local building requirements
