Buyer seeks to develop and implement a mental health screening tool with risk need responsivity assessment for adult mental health courts. The tool will identify and address needs of justice-involved adults living with mental illness. Buyer will select a contractor to create, implement, and validate the screening tool across multiple court sites in New York State. Buyer currently operates forty Mental Health Courts in twenty-eight counties with anticipated expansion in 2025.

• At least three years of experience developing and implementing validated comprehensive risk and needs screening tools

• Review existing mental health screening and RNR tools for justice-involved adults
• Develop or adapt a mental health screening assessment tool (M-SAT) for Mental Health Courts
• Implement statewide virtual information sessions for operational MHCs
• Select and coordinate with pilot sites from volunteer courts
• Adapt M-SAT for integration with existing case management system
• Develop and deliver comprehensive training programs for court practitioners
• Create risk-based case management protocols informed by M-SAT results
• Conduct pilot testing and provide ongoing technical assistance
• Validate and re-norm the M-SAT for NYS MHC population
• Submit comprehensive final report with implementation recommendations
