Buyer seeks design-build services for a 4.5 MW/9 MWh Battery Energy Storage System at the Don Young Port of Alaska. The system will provide peak-shaving capabilities for port operations and support a planned microgrid facility. The design must be scalable up to 100 MWh and include grid-forming and blackstart functionality. The contractor must provide a turnkey solution including all permitting, procurement, construction, and commissioning services.

- Experienced Protection and Control engineer or journeyman-level meter-relay technician for commissioning
- Design a 4.5 MW/9 MWh battery energy storage system
- Develop a procurement strategy for long-lead items
- Create civil, electrical, and site designs including foundation plans
- Provide blackstart and grid-forming functionality
- Coordinate interconnection with local utility
- Construct site improvements and install equipment
- Commission the system according to Port Policy 25-01
- Create designs that are scalable up to 100 MWh
- Implement seismic design for Risk Category IV
- Develop communications, protection, and control designs
- Test system to meet reliability standards
- Comply with Buy-American Build-American requirements
- Create a comprehensive ground grid plan
- Secure permits and environmental approvals
- Design the system to operate at 34.5 kV output
- Provide system operations and maintenance training
- Implement Alaska Critical Infrastructure Protection standards
- Design system to handle earthquake conditions
- Develop protection schemes for grid disturbances
- Integrate with SCADA/AGC control system
