Lower Connecticut River Valley Council of Governments

Buyer seeks a consultant to update the Multijurisdictional Lower Connecticut River Valley Region Natural Hazard Mitigation Plan for 15 municipalities. The project involves identifying vulnerabilities of transportation infrastructure to natural hazards and developing mitigation strategies. The consultant will ensure timely review by state and federal agencies and facilitate adoption by all participating municipalities. The plan must address multiple hazards including coastal storms, floods, hurricanes, and invasive species.

• Experience with natural hazard mitigation planning
• Familiarity with CT DEMHS, FEMA, and CTDOT procedures
• Experience working with COGs or regional planning agencies
• Ability to present information in text and graphic formats

• Update natural hazard mitigation plan for 15 municipalities
• Conduct two regional committee meetings with municipal stakeholders
• Hold 15 individual municipal meetings with planning and emergency staff
• Evaluate climate change impacts on regional transportation infrastructure
• Create GIS mapping of mitigation actions and critical facilities
• Develop public involvement strategy including project website
• Conduct vulnerability assessment for coastal and riverine areas
• Facilitate FEMA and CT DEMHS review and approval process
• Coordinate 16 public adoption meetings (15 municipal, 1 regional)
• Address hazards including coastal storms, floods, hurricanes, and invasive species
