Buyer seeks qualified consulting firms to provide expert advice and services for employee benefits administration. Services include design, procurement, actuarial analysis, and consulting for health insurance benefits covering approximately 2,100 lives. Buyer currently participates in the State of Connecticut Partnership plan and requires ongoing support for benefit-related matters. The contract term can be up to three fiscal years beginning July 1, 2025.

• Must be a certified insurance consultant with producer's license in Connecticut
• Must not be affiliated with any insurance company or provider network
• Must maintain an active Connecticut business license

• Analyze healthcare data to determine impact of utilization, price, and demographics
• Assist in procurement process for insurance vendors and evaluating proposals
• Negotiate competitive financial contracts with carriers if departing from State Partnership plan
• Guide implementation of complex benefit projects and initiatives
• Provide actuarial projections for health insurance program costs
• Conduct pharmacy benefit management (PBM) analysis and audits
• Review and manage stop-loss insurance coverage
• Develop virtual care/telemedicine strategy recommendations
• Evaluate behavioral health and mental health program benefits
• Provide benchmarking studies comparing plan design against peer municipalities
• Assist with ACA compliance and reporting requirements
• Design comprehensive wellness program linking claims experience to initiatives
• Develop custom communication materials to educate employees
• Provide recommendations for union bargaining negotiations
• Monitor plan experience and provide ongoing financial analysis
