Buyer seeks a contractor to provide departmental engagement support for the publication of California's Annual Comprehensive Financial Report. The services will support an incremental approach to returning to and maintaining timely and accurate financial reporting. The contractor will assist departments with audit remediation, GAAP compliance, and business process improvements. The goal is to return to timely financial reporting by March 31, 2026.

• Firm must have five years' experience supporting state agencies
• Business Solutions Analysts must have five years' experience developing improvement solutions
• Analysts must have bachelor's degree in relevant field
• At least one analyst must have valid CPA license or CGFM certification
• Pass a Live Scan background check

• Conduct audit remediation activities for departments with findings and recommendations
• Review and update existing policies and procedures for GAAP compliance
• Provide technical guidance on complex GAAP accounting issues
• Support departments with accounting systems and large data set analysis
• Recommend business process improvements for financial reporting
• Analyze underlying departmental GAAP business processes
• Identify root causes of issues and document staff roles
• Analyze departments' ability to meet financial reporting deadlines
• Develop GAAP-compliant templates in various formats
• Support timely and accurate ACFR publication
