Beaufort County Emergency Management

Buyer seeks qualified consulting firms to provide professional economic recovery services under a pre-disaster contract. The selected firm will assist the buyer in post-disaster economic recovery efforts including assessing impacts, coordinating with businesses, securing recovery funds, and developing long-term strategies. The contract will be for three years with option for two additional one-year renewals.

• Knowledge of FEMA Public Assistance, EDA disaster recovery programs, and CDBG-DR funding
• Enrollment in E-Verify system for employment eligibility compliance
• Ability to respond within 24 hours of activation
• Compliance with FEMA procurement requirements (2 CFR Part 200)

• Conduct pre-disaster and post-disaster economic impact assessments
• Collect and analyze data on business disruptions and economic losses
• Provide technical assistance to businesses on accessing federal disaster funding
• Develop workforce recovery plans to address disaster-related job losses
• Identify and assist with applications for economic recovery grants
• Ensure compliance with federal procurement regulations (2 CFR Part 200)
• Develop long-term economic resilience strategies
• Coordinate with local chambers of commerce and business associations
• Support small business recovery programs
• Conduct risk assessments for key industries and economic sectors
