Buyer seeks to establish a contract with a qualified organization to develop, implement, and manage youth civic engagement and development programs. The programs must serve Hampton youth in pre-kindergarten through 12th grade across four focus areas: Youth Civic Engagement, Youth Leadership Development, Youth Educational and Career Exploration, and Youth Wellness and Resilience. Buyer aims to prepare youth for higher education, work, healthy lives, and positive social and civic connections.

• Local operational office in Hampton
• Experience administering youth development programs
• Criminal history and child protective services checks for all personnel
• Capacity to track participation and outcomes

• Develop youth civic engagement programs for pre-K through 12th grade students
• Provide youth leadership development activities and training
• Create educational and career exploration opportunities for youth
• Implement wellness and resilience programs with trauma-informed approaches
• Coordinate service-learning projects for youth
• Provide technical assistance to youth advisory groups
• Facilitate leadership skill-building for community-wide youth groups
• Support youth media, activism, and entrepreneurship initiatives
• Maintain comprehensive data collection and evaluation systems
• Partner with schools, government agencies, and community organizations
