Buyer seeks qualified professional consultants to perform a staffing study of its Fire Department. This study is being conducted as part of the City's agreement with the Firefighter's Union. The buyer and Union have formed a staffing study committee to determine appropriate staffing levels. The consultant must analyze current operations, compare to similar communities, and recommend optimal staffing models.

  • 6/10/2025 - Proposal Due Date
  • 10/31/2025 - Project completion deadline
  • Regularly engaged in staffing analysis services for at least three years
  • Experience must have occurred during last five years
  • Demonstrated knowledge of fire service
  • Capacity to complete project by October 31, 2025
  • Identify current baseline fire department services and service levels
  • Identify five comparable Massachusetts cities with similar demographics and infrastructure
  • Compare Salem baseline to identified comparable communities
  • Evaluate response times compared to comparable communities and industry standards
  • Recommend optimal staffing model and leadership structure with organizational charts
  • Provide cost estimates for any proposed additional staffing
  • Analyze how leave time and training impact service delivery
  • Establish metrics for future staffing recommendations
  • Assess capital and equipment needs with implementation timelines
  • Present findings to City Management, Union and Department Leadership
